Those bolts are actually a splined stud with a hex head. The nut is the only thing that will turn. You will need to drive the broken ones out, and replace it with the correct stud, or a bolt. but then the bolt will need to be held with a wrench to tighten/loosen in the future. Without looking at mine I don't know. Seems your left control arm looks odd though? They're both wrong.
