Only holding 11psi with MBC off

Yeah I know I know, the MBC is a thing of the past, that's why I'm trying to get rid of it.

I bought the car last year with a Turo XS MBC and an RFL BOV. The dude had it setup where he still had the surge valve hooked up into one of the solenoids along with the BOV.

Last week I took the MBC off and went for a drive. The car would only hold 11 pounds at wot. With the MBC back on, the car holds 15-16 strong. (I dont know what the MBC is dialed to, there's no numbers just +/- rotations). I'm thinking the MBC is set to something like 19psi but with the leak somewhere, it's only making 15.

I'm going to be doing a boost leak test within the next week, but my question is; do you think the BOV could be a source of the leak? Wondering because with the MBC hooked up, I will hold 15, but without only 11.
