When you say, "all fuses are good", I'm assuming you checked BOTH sets of fuses ??
The one on the driver's side dash - And the fusebox under the hood ??

I suppose what I would do then, is verify that power is getting to the '+' side of both fuses, with the power on.

If there is no power getting to the fuses, then you know you have a wiring problem.
Then, it will just be a matter of tracing the power wiring to it's 'source'.

How are you checking for power at the lighter?

Are you only using an actual lighter element to check it? If so is it the element that came with the new assy?
