I was wondering if every neon made in california has the emissions thing on it, where they put 2 cats, one of my friends told me that most econo cars have a second cat because cali is so strict, is this true?

CA emissions doesnt necissarly mean two cats. ULEV cars got two cats and AFAIK, are limited to ATx cars. LEV use a regular cast iron exhaust manifold and one cat in the 'downpipe' section, and AFAIK, is limited to MTx cars.

(this is true for 2000 and 2001 m/y cars, YRMV)
