Way off-topic here but, since emissions testing has been mentioned, Indianapolis used to do voluntary emissions testing annually on Earth Day and the only Neon I had tested was the stock 1995 Highline I had. It passed with flying colors. I looked into voluntarily having the emissions on the SRT with the Borla and the Stage 1 that was installed at that time but found that it was too difficult to schedule being a non-resident.

They do an emissions check here yearly but Im not entirely sure if that is a just a visual/code check. I passed with a stage 2 ecu and all the other mods. As long as you don't have a check engine light, I doubt they would know about the stage upgrades.
