I know this is something of a post resurrection, but I happen to have a multimeter that lets me measure frequency and duty cycle, and on an 02 neon, the PWM IAC runs at about 76hz, (which translates to a valve frequency of 2.5), at about 20% duty cycle on a cold engine (outside temps of about 50F). ...
