the neon has a few options. i noticed a local yard with an R/T neon in a you pick yard. i may just pick the top end off it and do it to the engine in my car as it is. or i may build my own 2.0 DOHC just so i can be difficult/original Whichever route you end up taking - I hope you end up 'recovering...

Well, My Neon Is Still Only Giving Me 150 Miles Per Tank =/ It Runs Great But IDK What Else I Can Do That's lousy MPG for a Neon. :( My guess is that you have a combination of factors, "stacking up". - Tire pressures - Dirty spark plugs - O2 sensors are 'marginal' (but not bad enough to set a code)...

I suppose what I would do then, is verify that power is getting to the '+' side of both fuses, with the power on.

If there is no power getting to the fuses, then you know you have a wiring problem.
Then, it will just be a matter of tracing the power wiring to it's 'source'.

When you say, "all fuses are good", I'm assuming you checked BOTH sets of fuses ??
