when buying rims like 18in from someone if they don't have the tires with the rims could you get a tire that you need for your neon to fit on that rim

i'm bout to buy some 18 inch rims for my neon is the tire size on the rims are 225/40 r 18 will that fit my 2001 neon

i got a 2001 Plymouth (Chrysler) Neon and my cousin are selling me his 18 inch chrome rims along with the tires. My question is are 18 inch rims good enough for my neon and it won't do any damage to the car when driving it? The rims came off his 2001 Mazda 626
