As far as the neon is concerned I don't think those tools will do much to brick a PCM since it's a pretty dumb car and doesn't have a lot of modules. Most will only do either VIN write or the SKIM pin method. If either of those is done incorrectly it can be corrected and no harm was done.

Not really. You will need an SRT-4 intake manifold and intercooler for starters. The boost solenoids are laid out differently and I'm not 100% certain but I assume the engine bay harness you need will need to be from an SRT-4 and not the PT turbo. Did you already get the mag head on the car?? I realized when I did this wiring the mag stuff up wasn't too bad (assuming you're doing it the OEM way using an R/T pcm) but it sure took me a lot of going back and forth with the FSM and drawing wiring diagrams out to see what I needed to do to make it...
