I wasn't able to get the 0% financing on it since they're only offering that on new. This is used with 6000 miles. Their standard financing was 4.99% which I had to laugh at and say no.... Do better. well does the cluster go up to 120 mph or 140 mph? Or whatever that is in kph... 120 mph cluster is non R/T 140 is R/T. chances are its the wrong one which means the mileage is probably wrong as well.

yes, the tachometer will work. the person you talked to does not own a neon. yes, your mileage will be wrong. most of these mirrors are pretty much the same. Even the factory ones are manufactured by Gentex I believe. PM caraudioholic24 he may know more.

If it doesn't start, try tapping on the starter a few times with something like the handle of a long screwdriver or a prybar. There may be a bad spot on the contacts of the starter causing it to not start.

DCX even eliminated the PS switch on ATX neons in 2004. I have a 2004 rack in my '01, and have absolutely no issues. Not sure how popular they are with the SRT-4 crowd, but FWD Performance is a HUGE name in older turbo dodges and most who know Cindy (the woman down there) vouch that she is good to deal with. That said... I've never used them.

Fuse 12 in the car is for the fan relay, check that first. I'd try jumping the fan connectors first to diagnose before doing any hard wiring. Something is obviously not right. Check this link out if you need help with it:
