You have it right. The weights are used to counter-balance slight imperfections in the wheels and tires. They prevent vibration. 1/4 oz shouldn't make a horrible amount of difference, but you may notice it at hwy speeds. Any reputable Wheel and Tire shop will have the tools to remove and install tho...

I have loved every single retro Hak has ever done, and the red lensed LED tails, and the gloss black tails, but I have to say, I really dislike these. I think its way too much orange. I don't mean to offend, but not my style.
