Help

I went to drive my car today and the right rear wheel is locked up. I put it in drive and took my foot off the break and the car didn't go anywhere. I pushed the gas alittle and it squeked like the e-brake was engaged. I checked, the e-brake handle was down. So i pushed the gas enough so the car moved a little, still squeking. I got out and there's a tire mark from the right rear tire showing that it's being dragged along and not turning.
Any suggestions

In my old neon, I had the same problem. I'm assuming you have drum brakes too. Mine got wet overnight and rusted up in the morning. (rear passenger side) I got in the car to drive, and it was stuck. I gave gas only to drag a long black line in my driveway. Just take the tire off, hit the drum with a hammer, and pull it off. Just make sure you don't pull the ebrake while it's off. Double check everything to make sure nothing is broken inside.

Well I grapped the tire and shook it around for a while and it freed up. I washed the car yesterday, so maybe got some water up in there and seized it up? and yes I have drums. The drums are pretty rusted, so might be time to change them

Took the car to my gfs dad (he's a mechanic) turns out my ebrake lines are screwed and need to be replaced
