Windshield Wipers

For some reason the intermediate feature on my windshield wipers doesn't work. The higher speeds work fine and when I hold the button down it works but whenever I try to use clean the windows or put the lowest speed on it doesn't work at all, doesn't work or anything.
Now I brought it to the dealership (

) today and the guy was like it could be a motor problem and replacing it would cost like 200 bucks. Is this guy trying to just cost me money like usual or is there something else I could potentially look for or suggest they look for?

Here are some pages from the FSM:

If the wiper module - motor/linkage/wiper arm pivots needs replaced, all you need to do is remove the wiper arms (12mm nut IIRC) and then the cowl screen, then pull the assy out. not that difficult to do yourself if you have some basic hand tools. Just remember to disconnect the battery. the linkage can remove a finger if it decides to move on it's own. but from what I get from the FSM it may be the MFS.

From what I described does it sound like I need a new motor? and also... because I'm already 'special' is it even possible for it to work on one speed but not another?

Replace the switch first from the yard or something and see if it fixes it, if not then just go on to the harder things.

The nuts for the wiper arms are 13mm.
