It's a Neon. Brake sounds are normal.

Just playing with ya. Did you replace the pads and everything when you got the rotors? What kind of pads are you using? See in wear in any hoses or anything when you replaced this stuff? Sounds like you might have some pads grabbing or something. Do you noticed any steering wheel pull when you're driving or when you brake?

screeching while you are not braking can only be 2 things.

The weird and unexplainable problem some neons have that somehow the pads touch the rotor.

Or a wrongly bolted calipers and they are rubbing against the Rim...
(happened to me once).

Actually it doesnt make sense, but even if you put the 2 caliper bolts in, sometimes it can be rubbing the wheels so just take them out and bolt them again.

A good way to try and figure out where the noise is coming from.. jack up the front or each corner of your car, put the car in neutral and freely spin each wheel to see if you can ear something hitting making the noise. Then you can pull the wheel or wheels off and see exactly where the noise is coming from. If it's the pads hitting you can try pulling the guide bolts out of the calipars (bolts that hold the calipars onto the knuckle) and clean them up and greese them so the inner pad slides a little better. Just gotta figure out where the noise is exactly coming from first.
