00 neon (no start)
ok its a 00 neon that will turn over but will not start, the car was recently running and the next morning would not crank over. i checked all fuses and connections but still wont start. i realized that when i tuned the key over about three times and twisted the black cap off the fuel rail, and checked to see if fuel would come out and got nothing! so im thinking it would be the fuel pump

Check in the PDC that the fuel pump relay is energizing, or just swap it with the horn relay. A relay is much cheaper than the fuel pump! It's worth trying. GL!

Probably shouldn't listen to anything your penis says, that guy's a dick.
Too much time spent here is a sign of a bad case of Ownaneonvirus.Patience, of course, is a very powerful weapon, but sometimes I start to regret that it is not a firearm.

First no need to double post on the same subject. 2nd the PDC is Power Distribution Center it is where the underhood fuses and relays are, (which you figured out.) Looks like it's fuel pump time. Eight years... It had to fail sometime.
