what would happen if i put a 03 computer without skim in my 00 neon that has skim?

won't work, At All. 03-05's use a newer style of computer callled an NGC.

is there a reason you want to switch computers.? Skim is a good feature and will keep your car from being easily stolen.

well i have a 00 neon that was starting i while back with the chip key and needs to be reprogrammed because of a bad battery in the car sitting without power for a while and the next day started for 2 secounds 3 times and after that no more

Even if you did find a non skim PCM to swap, with the exception of an '00, the IAC motor/wiring would need changed, and possibly some pin outs for the PCM. '00's use a different style IAC. The '00 PCM is sort of a stepping stone computer between the '95-'99 and '01/'02 PCM. I don't think the pcm being unhooked would erase the skim code. maybe there are other issues. If it has sat for a while possibly there is corrosion on a connection somewhere. What you will spend on a PCM and IAC, you may as well take to a shop/dealer and get it going again. Unless you can get the parts cheap. Then you would need to figure out what needs changed wiring wise. How long can you go without the car VS paying a hundred, or two to get it reflashed/ diagnosed? If your driving something that gets less mileage, or is a pain in yours/someone else's ass to borrow it might just pay for it's self.
