if the cable is stretched it will be a pain.

probably have to take the handle off and grab onto it with a set of pliars to get some extra pull.

then its time for a new cable.

i'd be surprised if the hook was siezed shut.

if the cable is stretched will need to pull it way out to get it to pop.

Also have a helper try pulling up, or pushing down while trying the release. Sometimes there is enough pressure to bind the latch.

I removed the rubber "spring" on mine because it made it hard to get it to "pop" then it would make a very loud noise as the tension was relieved. Now it is easy and silent.

When was the last time you looked under the hood?

Remove the "grille" and see if you can get a hold of the release that way. At least it's an '00, IDK how you would get to it on the '03-up.

Or you could just reach up under the dash and grab the cable with your hand and pull on it. I bet the cable has a plastic fastener on the end where it meets the handle and it broke off. I'm not sure how it fastens to the hood latch, but I would think the weak link would be the handle inside the car.
