is 1500 to much?

is $1500 to much to pay for a 2000 dodge neon 5 spd with 165k miles on it? it needs a power steering pump. there is minor rust on the rocker panels on pass.side, needs driver side ball join , but has a new clutch as of about 600 miles ago. ill try to get pics asap i have a parts car( my 00 Plymouth) the person i am buying it from was askin 2500 but they said if i buy it with out them fixing the stuff wrong with it i can get it for $1500

Was the timing belt job ever done?
If not and in addition to the known items and likely several unknown items you may be looking at a fair bit of repair.
Maybe you can do all this yourself and will just need the parts.

i have a parts car. i messed up the engine in my 00 Plymouth so i can take all the parts i need off that! and i can do all the work myself. i know i can get a engine for my car an put it in alot cheaper then 1500 but i want a 5 speed and this will be cheaper then a tranny swap. and idk about the timing belt.

$1500 is fair if the upkeep on it is good and doesn't need a ton of suspension work to keep it on the road.
