Remove the rubber strip under the hood.
For about $8 you can make a catch can from a venom bottle if you want.

About the only thing you can do that truly will not cost anything is to remove parts.
Painting defeats the purpose of weight reduction. Removing all paint and covering the sheet metal with very thin oil film to keep the corrosion at bay might reduce the weight... but then you need to factor in the weight of the oil film.
Oh wait... check your tire pressure. Air is free.
Check all fluid levels... also free. Topping up is another matter that may cost.
You cannot take pictures without first washing 'n waxing it... and that will cost.
Your options:
-remove parts
-check fluids and tire pressure

remove the resonator. It's the big black squirrely looking thing located underneath the airbox.

Cool!
Sell the resonator to get some cash for mods.
Unfortunately, I don't think anyone on the board will want it.
Hmm, maybe a local junk yard would exchange the resonator for some other parts?

sell the wheels + tires
(i guess you will not need them cause you have no money for gas)
and then you can take the money for some nice homedepot tuning goodies...

You will need a custom belt to run ONLY the AC and not the PS since they both run off the same belt.
It's rather easy, Remove belt, drain steering rack after removing lines(keep some oil inside to reduce corrosion) then loop lines so there is no restrictions.
The better, and more complicated way to do it (And while keeping it filled with oil) is to rip the rack out, and remove the metal sleeves inside the the oil runs freely, and not through any lines.
After you do either, you can remove the PS pump and extra lines if you so desire.
As for running the AC, you need a custom sized belt, and maybe a way to tension the belt...I seen a link on some other forum (dodgeforum) if I remember correctly.
Edit: I suppose you could make a tensioner to sit in the same position as the old P/S Pump that way you can tension it, and you don't have to hunt down a special belt.

Hmmm free stuff...
-Wash and detail the car meticulously.
-Play with tire pressures to get better handling.
-Take engine components apart, clean them, and put them back together.
-Paint eyesores, like the not-quite-black rear inner fenders, and any rusty parts (high temp flat black FTW).
-Re-torque EVERY fastener on the car.
-DIY mods (not free, but close).
