I'm thinkin' that the bellows moving in/out from the varying vacuum conditions, will rip it loose. The plug is prolly for a block heater.

You would be better off making something to attach the TB to via the four brass inserts. Or remove the bellows, and put a section of exhaust pipe in there, with a couple of silicone couplers.

But why go through all that trouble with the stock IM/TB? The air box is the best mount made for the oem TB. You could cut large holes in it, and acheive the same result, but with a better mount.

You also need a filter of some sort on the air make up tube that runs to the rear of the valve cover. You are sucking unfiltered air into the engine crankcase. (The tube with the rubber elbow, that is near the red battery (+) cap in the pic.)

That cord is for your engine block heater, not to charge your battery from a plug.

Second, If you want a little better performance, use a small hole saw and drill a ton of holes in the lower half of your airbox, and use a quality high flow filter in the box, and voila! cool air intake.

No need for an CAI when the Neon comes with one. Just do the right things and your golden.

First step is to put the air box back on.

An upgraded airbox-to-fender pipe is a good start, the stock one is tiny. Drilling holes in the bottom of the air box works well too, one of the first things I did when i bought my car.

remove resonator, high flow filter AND pop some holes in the bottom of the box. Also keeps everything CARB legal. I've had to produce stickers twice in a year now for my intake and MSD coil.

IMO, you call something "ghetto" when it should NOT be done that way (yes, I know there is another phrase as well). Perhaps the title alone answers the question of if it should be that way or not...
