wet plugs

lately my car has been stumbling on take off. kinda felt like one of the plugs dont light up. the engin revs irregular, i had a feeling it was the plugs. so today i went to to the zone and bought new plugs and when i took out the old ngks the tube seals 3-4 had oil in it. im thnking its going to be the tube seals/ gasket.
is the oil in the seal a bad thing or is it something i can fix when i get around to it.
