i recently just bought a neon and I want to know what that is. I've never seen something like this before

That looks like the box for the cruise control set up. Does the car have cruise control?

why is it by the throttle body... mine mounts on the lower side of the wiper cowl

Most likely that's where the PO put it. It isn't really even needed. I haven't had a vacuum box for years on my Speed Control.

Could try capping the vacuum line and see how it does without it. Or mount, it to keep it from becoming a stuck throttle hazard.
