P0700 is a general fault code.

But usually, I wouldn't think a transaxle issue would keep the engine from running.

Have you checked to see if it is displaying any more codes?

Check the grounds at the headlights on the tie bar for the core support.

The engine starting might be vibrating the ground, causing it to lose connection. The PCM grounds through the driver side ground, but the passenger side has also been known to cause strange things when loose.

Basically check each and every ground you can find.

The turn signal illuminating shows that power is looking for a ground path, and the indicator light is it.

Who knows, maybe once you find the issue, the P0700 might also go away. That would be a nice plus, but...

The start and stall has nothing to do with any maintenance items or engine conditions. The start and stall is the pcm telling the car to shut down. If you know for sure there is NO skim issues, I would check the grounds as OD has mentioned as a bad ground has caused some really strange issues with various vehicles. On my 02 RT if the ground at the upper core support was not grounding correctly my wipers would start working with no control...lol
If your grounds are clean and secure, I would start testing the ASD circuit. There should be 5-8 volts to all of the sensors....The Cam and Crank sensor run off an 8volt power. Just turn the key on, and test voltages to misc sensors making sure they have at lest 5-8 volts going to them.
If the above checks out ok, move to the fuel rail. Hook up a fuel pressure gauge and crank the engine over. Watch the fuel pressure readings to make sure the fuel pump is working and supplying pressure.
If the above still checks out ok, I still think it has something to do with the sentry system (skimm system)
Good luck :)
