Pretty sure it is O.D. The actual muffler inlet pipe would be I.D to fit over the tail pipe.

A factory SXT muffler is 1.875 ID on the outlet. At least mine was.

So if I cut the pipe at the driver side hanger just before the muffler box it should be 1.875 ID?

I would just remove the muffler and measure it to be sure on the ID. Soak it down with penetrating oil and loosen the bolt. If it is all factory stuff, and the clamp is not rotted to oblivion, the muffler will come loose of the pipe, if you keep pushing up and down on the exit end of the muffler to rotate the inlet side on the over axle pipe. Mine was rusted to the point that the clamp bolt snapped, and there wasn't much left of the clamp. But it separated with a bit of elbow grease. I had it loose in about 5 minutes or less of twisting.

This was with well over 100,000 miles.

That measurement was the outlet pipe, so I really can't say what the ID of the inlet side of the pipe is. I would slip something over the pipe vs sliding something inside of it.
