New programmed keys. Still won’t start

I made a deal on a 2002 Neon at the shop I worked at and another guy wanted it and stole the keys to it.
We had a key company come out and make keys and program them. The starter won’t engage but everything powered comes on. I PowerProbed the starter wire and powered the starter and of course it spins over but won’t crank and run. The key guy said that I have to take it to the dealer and have them turn off the security system.
This car ran and drove without fail 9 months ago

A dealer will probably not turn off the SKIM. You'll need the proper SKIM code to to program the keys. A dealer may do it for you if you have the title, valid ID, etc to prove ownership of the car. They will not even give you the key cut code without proof of ownership.


If it is an ATX car, you might be able to find a non SKIM ATX PCM and remove the SKIM antenna from the steering column to get it working. If you do not remove the SKIM module, the replacement PCM will detect it and it will be the same situation you are in now.

If it is an MTX car, either a 2001 or 2002 MTX non SKIM PCM will work. R/T pcm's are usually SKIM equipped as they were a higher end package. Even though finding an R/T (or ACR) pcm is more difficult, they are out there.

There are independent folks that can turn off SKIM, but you would have to ship The PCM to them.

If you think the keys were properly programmed, you could try leaving it keyed on for about an hour to see if things sync up. A battery charger may need to be attached for this.

It seems like there might be an issue with the SKIM system affecting the starting of your car. Have you considered checking for a non-SKIM PCM or exploring options with independent professionals who can turn off the SKIM system without involving the dealer?

Have you explored the option of checking for a non-SKIM PCM or consulting independent professionals who can turn off the SKIM system without involving the dealer to address the starting issue with your car?
