A few problems with my neon.

Did a tune up on my car today.
3rd spark plug hole had oil in it and the spark plug tube was raised about 1/4 inch. I knocked the tube back down with a socket and hammer and cleaned up the spark plug wire and the tube the best I could and then replaced all the plugs.
Since like december I have been getting really shitty gas mileage, people told me that it was just the winter grade of gas, since this was my first winter driving I figured it was the gas too. Could oil in one of the spark plug holes be an underlying cause of bad gas mileage?
And what would cause the tube to come up? Is knocking the tube back down a sufficient fix or will I have to change some seals or something?
And my car is also throwing a code:
P1494(M) Leak Detection Pump Switch or Mechanical Fault Incorrect input state detected for the Leak Detection Pump (LDP) pressure switch.
Anyone know what this is? Could this be a cause for bad gas mileage?
