Are you trying to use the mustang IAC because you have the ford TB? I'm not sure the Ford IAC is actually working, it may just be in a position where the idle is good enough to run. I'm pretty sure the Ford IAC is a stpper motor type IAC. The '01-up Neon PCM's won't drive a stepper motor IAC. They use a linear solenoid style. Maybe try installing the neon IAC and resetting the pcm. The IAC should be installed in the position shown in the pics in this thread: http://forum.2gn.org/viewtopic.php?t=25866
The paper gasket must be used the "o-ring" will leak.
Did you cut the wires to adapt the IAC? maybe they're switched? would be hard to do since they're color coded, but had to ask.

Polarity on the 2-wire PWM solenoids doesn't matter. You can reverse the wires and it doesn't matter.

Yep, my bad, wasn't thinking about it being a coil.
