how do i open the tb within the engine to spray in the mopar cumbustion cleaner?

Do you see the cam that the throttle cable connects to? You can rotate that to open the throttle plate. If you remove the air box top and air filter, you'll be able to access it.

If it is the same as the '01 TB there is a cover on the cable bracket that has a tab. Just push it down and it slides off. The rest is obvious. Then like zerochad said remove the air box lid to squirt it into the throttle opening. You definitely need access to the throttle cam to keep it from stalling.
