Try cleaning the TB with some simple green, and the IAC valve.

It won't cut off. Mine does that all the time. This is a very common thing on neons.

Mines never done this, after 9 years of ownership.

Only time my idle acted up, was because my TPS was bad. It presented itself with a higher than normal idle.

Id clean the TB, and clean or replace the IAC and TPS sensors. While the TB is off, might as well stuff some rags into the intake manifold to clean up the oil in the bottom. Just dont forget to remove the rags. lol.

You wont need any gaskets or sealant.

You shouldn't need any gaskets for the IAC, unless '02 has a paper gasket, which you would see. They did switch from the formed oring type at some point. The Newer TB's still have the recesssed groove for the oring, but switched to a paper gasket.
At least the used one I got had one.

I would remove the IAC to clean it.

I agree. :)

I have a friend who was having *very* similar problems on his 2005 SXT last summer.

We removed the throttle body, and cleaned it, even though it didn't *look* dirty.
Lo and behold, it worked !! The problem went away, and has not returned since.
