To install the TPS, rotate it counter clockwise, past the screw holes, until it slides into place. Then move it clockwise to be sure it is correct. It should want to turn against the clockwise movement. Then you know the spring is good. (From the TPS side, as the throttle opens, it moves CCW. so moving the TPS CW lets you know it is in place properly. If it won't move, it is on the wrong side of the slot. Once you know it is there, just move it back until the screw holes line up, and install the screws.
The IAC on '00's is a stepper motor design. The only way to move it, is by turning the pintle in/out. You should be able to spin it by hand, if I remember correctly. Try spinning it all the way out, and putting it back in. You may need to tun it back in a bit to get the motor to seat all the way, You don't want to force it in with the screws. The PCM drives it by sending voltage pulses of either + or - polarity. It moves about a quarter turn each time. There is no simple way to move it installed with out a driver. You would need to be damn fast at switching power.
The newer IAC's are just spring loaded. So they are going to automatically seat in the closed position. (Unless they are stuck)

I'm still betting on you having it installed wrong, not being faulty.
Why? Because
A. I put mine together wrong, it's easy to do.
B. I doubt it just went bad overnight at the same time you took it apart to clean it. Possible, but installation error is more likely.

So hey, totally off-topic, but I thought I'd creep you out a little bit.
I had a dream (nightmare?) last night and you were in it. It was pretty weird, but here's what I remember. You lived in a super tall apartment building, on the 67th floor. So I stop over to visit you with some other people (can't recall who they were) and we ride the elevator up, which is janky as all hell and bouncing/shaking/rattling all over the place. We hop off that POS on your floor and proceed to your room, which is laid out like a hotel room (no kitchen, main and bath only). There are Neon parts all over the place and Chelsea is sitting on the bathroom floor scrubbing car parts inside a plastic trash can. And that's all I can remember...

I twisted the TPS super hard when I was cleaning it, and it lost all it's "rebound" ability. Today, after work I grabbed a new one, and all is good. Lame, I know. The car runs like a champ meow. Just gotta get my gauges / needles figured out
Now, to address you Chelsea lovers. I've got a shed FULL of dirty parts. There is only one way they'll ever get clean, and I can tell you who ISN'T doing it
