alright, I had to wait until I got to work for this. Does any of you guys Neon have a whining issue?
My P/S pump whines a lot and when idling I believe my tensioner pulley is warning me that it wont last much longer (all things I'm fixing asap)
I just wanna know where to start or pinpoint exactly what this noise is. It's driving me nuts man.

crazy part is, the one that's on the car now is the SECOND one I put on. One came from a scrapyard

Alternator, depends on what kind of whine. Mine does not make any sound at all. If it is whining from an electrical load, possibly your battery is dying, or the VR in the PCM is not right.
On the other hand the alternator in my jeep has whined for the last ~120,000 miles. (since it was new)
My PS pump is also silent.

...it rattles a lot after a long drive fmL!

Rattles how? A clogged ceramic brick wouldn't rattle, tho a cracked one might.
A good dose of Seafoam may help with one that is sooted or carboned up, but melted or cracked, it is done.

I seafoamed it about 3 weeks ago. (also got a CEL afterwards.)
Um... I have these speedbumps in my complex and I normally notice it when I'm slowing down to go over them. It'll rattle as I'm slowing down and the car is down shifting and my acceleration afterwards is a little sluggish and the exhaust sounds muffled. I have a red Thrush Turbo muffler on my car and it has this really "throaty" sound to it so I can tell when that throats being choked lol.
Should I seafoam it again? Would that hurt anything?

Well if the brick is loose, and moving around in there, cleaning it will do nothing. Have you checked the heat shielding to be sure it is not drooping from the tunnel onto the exhaust?
A loose brick will not necessarily block flow, unless it manages to flip 90º from front to back. I had that happen on my Omni. But it sounded like a jet at anything above 35mph.
The only way you can tell is to suck it up, and remove it. Then see what it looks like from the inlet. The outlet, you won't see much unless you cut the pipe off. And usually if it melts, the outlet end is the one that will do it.

Well, it looks like it's in pretty good condition. It doesn't glow and there's nothing touching the exhaust at all. Ugh...man. A friend suggested headers and cat back. I like the idea. But I'm sure it's pretty expensive.
