2000 neon 31th

ok guys so here is my problem. When trying to accelerate up a hill im lucky to hit 35-40 if i floor it. I've already adjusted both bands, new fluid and filter, and adjusted the kickdown cable. Kickdown works great, and higher speeds in third gear have lots of power and acceleration. It just seems to be the lower gears. First is fine up to around the first shift point and shifts into second gear ok, but thier is no power in second, especially when the car/fuild is warn/hot. Suggestions?
