Um, OK. Last I checked, it's a static regulator with the boost reference unplugged. Where else is it going to reference boost from to raise pressure?

Yea, you're confused. Static regulator stays the same pressure. 1:1 raises fuel pressure 1psi for each psi of intake manifold pressure. A 1:1 is a rising rate regulator, but the rate of gain is not adjustable. The chill factory, Begi, etc. are rising rate regulators with an adjustable rate of gain.
Right now, I'm running the CF unit at about 61psi static, and I'll be running the same with the 1:1, except I'll be seeing 75-80 psi under heavy boost conditions, so I'll be able to make better use of the injectors I have without having trouble idling.

Static fuel pressure is the pressure when the regulator has no reference (boost or vacuum). You can run any regulator at a static fuel pressure, just unhook the vacuum/boost source. Typically your base pressure is your static pressure if you are using a check valve (no vacuum, no boost). You can use a 1:1 to have static fuel pressure also. The only time static fuel pressure comes into play is if you are using your regulator that can reference vacuum (vortech SFMU) or using a regulator like esteinmaier was with MS.
