wastegate spring question

so i got a tial mvs wastegate http://www.tialsport.com/prod_wg_mvs.htm

im trying to decide which springs to use. i would like to run 20lbs of boost.

my question is what should i set the springs at?
should i set them at 15psi and use to boost controller to turn it up to 20 or should i set the springs right at 20?

AEM makes the tru boost controller / gauge it works really well.
