I found a 2004 (or 05... dont remember) With 20,000 miles...
They only want $12,500 ... only problem is, i still owe 13,200 on my damn neon! GOH! I want this thing so bad...
What should i do?

I say wait. You still owe alot on your neon. Maybe try finding someone who will take over payments like mentioned above, but in the meantime I'd wait.

I often hear people throw around the idea of having someone "take over the payments" on cars and stuff. Is that typically an informal arrangement, or do lenders actually do paperwork to put the loan in the new payer's name?

I'm pretty sure you actually have to get a loan approved through a lender in order to take the payments over. I think it would be like buying a used car, they want to know everything about the car and what's left on the loan. But I could be wrong as I've never actually done it, just heard about it.
