My bro is having a problem with his Integra. Help.

My bro is having a problem with his Integra. Help.
Heres the problem:
When he releases the clutch after he shifted a gear the clutch pedal does not go up. He has to take his toe and pull it back up. I am guessing it could be the shift cable(or it might be hydralic?), throwout bearing, clutch, master cylinder, but I am not really sure though. This is on a 97 Integra GSR with over 170k... He has no idea how old the clutch is.
Any quick input would be great.

He came by to me and showed me what had happened. The floor mats are stiff as hell and cover a hunge area unlike the Neon and go up. Well the hard crap that its composed of started to fold and bam the clutch bar got stuck on it.

Ok, that was good, mines better.....
My neighbor (18yo still in high school), had a 91 Camry (now my beater), one day it was parked across from my garage, soon it was three days, so I asked him what was going on. He said he needed to save a bit of money for the starter since it wouldn't start. I said, are you sure thats whats wrong with it?? He said, "yeah, thats what my mechanic told me...". I said oh, ok, and left it alone. His mechanic was going to charge him $300 to buy and replace a starter (rip off). I told him it was easy, and that we could do it if he bought the starter.
So he comes by the next day with the starter, we go out to the car to replace it, I tried to start it, and the clutch felt awkward down towards the bottom, like it wasn't hitting anything solid.........looked for the clutch safety switch......it's covered by the floormat, and blocking the clutch pedal from it......Moved floormat, started Camry.
He had it towed over 100 miles because it "stranded him", while he was out of town.
I NEVER let him live it down.
