Sometimes you have to in order to remove the endlinks but you might be able to get them off without. It makes it a lot easier to remove the wheels.

I didn't remove the rear wheels, but I guess it would make it a little easier. You still have to tighten everything up with the wheels on the ground though.

If you are thinking that removing the rear wheels for this is too difficult, perhaps you should consider allowing someone else to do the sway bar install for you...

One of the holes on the passenger side is used by the fuel regulator, you just pull the bolt out and throw the bracket on. So technically you only need 3 bolts instead of 4.

If you don't have a rear sway, use lots of heat, lube, and a thread tapper... I snapped like 3 bolts and shattered a drill when I added my rear sway...

when I installed my progress rear bar i didnt take off the rear tires but it would be easier with them off. I eventually had to take them off because the bolts snapped off in the "frame" even after pre soaking them for 2 days in pb blaster :(

Damn, I didn't have any trouble like that. I guess that's the luxury of having summer weather 9 months of the year. They don't even bother with salt down here, just throw down sand and wait 5 minutes for the weather to change.
