No 2gn came with a manual steering rack.
Early base model 1st gens did. They are narrower than 2nd gens, but can be made to work.

You can also get a manual shadow rack.
What most people do is loop the lines and go with that.

DO NOT LOOP THE LINES!!! That is a very bad practice, the reason is that the piston inside the rack needs to be constantly lubed which is why it is hooked to a pump. If it ever dries out or moisture gets in and causes corrosion the piston will seize in whatever direction you are going and it can end badly. A manual steering rack is the way to go. I did this mod a while ago but I removed A/C as well so I didnt have to use any other belts just the alternator.
Heres what mine looks like, this isnt my car its ram48 from srtforums but he had the same bracket machined for me a lil after he had his done.

I thought the whole point of looping the lines was to keep the fluid in there and the piston wet.

correct zero, if u would just cap the lines off and never loop them the piston would dry up and lock up.... with the loop it just is like a pressure and return on the pump.... still giving fluid to them.... the hardest thing to do is get it so there is little to no air in the line...

Is this a $$ thing, or do you just not want p/s? It would be cheaper and easier to get another p/s pump, and it would be much nicer for a daily driver. I could understand for a track car, but it seems kind of pointless for a daily driver.

Driving without PS sucks. And that's coming from a bare bones kind of guy.

Fixed it for you. I daily drove my 98 with no PS for a long time without PS. For a while, I just didn't have a belt, then I just left the lines open. I've had no issues so far.

To each their own I guess. For me, the 0.1% increase in power and the 3% increase in steering feel (if your arms aren't numb) is not worth it on a DD. It's one of those 'too much work for the results' type of mods IMO.

Lol, I def felt a good power gain with it, and the weight reduction from the pump, the lines, and the fluid was worth it in the 1/4 for me.

Good question, I didn't know the Shadow/Sundance came with a manual rack option. They were made from 1987 through 1994. The neon axed the Shadow/Sundance (P bodies) and the Omni/Horizon (L bodies) tho IIRC, they ran the L bodies through '95.
Possibly the Sundance "America" was bare bones enough.
If all that is needed to run the P body rack in the neon, is an adapter plate, then that rocks. 14:1 ratio
Edit:
1988 P body
PN 4147415 Steering gear, all models - manual 1985 - 1988 MSRP $345.00
Seems the same rack was used in the K body also.

Here's a listing for the 88-89 Shadow rack, which on that site has a different stock # than the one for the 87.
The
manual rack for the 95 Neon is more expensive, especially considering the core charge.
Personally, I've never seen anyone say "I use the Shadow rack in my Neon", though that in no way means it hasn't/can't been done. I do recall someone posting somewhere that the Neon outer tie rods need to be retained with it, because the Shadow's are too short.
FWIW...
