I don't know though, that's just what I figure. Either that or they hate Neons.

'Cause it's cheaper than making a whole new strut?

What the other guy said. You just cut the tops of the stock struts off and pull out the guts then slide the insert in. Not a big deal at all.
Why? Well, find me a better strut than Konis for a better price. The performance is great, and theyre rebuildable (and as such, customizable, Koni will rebuild them with different valving and different rod lengths, etc.
And as for price, lets just say I got mine for a LOT better price than what Tire Rack sells them for. But even at retail price, theyre worth every penny.
As far as the whole strut V. insert deal. I think they make whole struts for 1st gens because they were contracted to make struts for OEM applications in the 1st gen ACRs after mid-96. They didnt get that contract for 2nd gens so why deal with making the whole strut housing when they can do inserts? The inserts fit other vehicles too. I prefer inserts myself, as I would feel bad cutting the spring perches off a set of Koni struts when I go with my Ground Control coil overs later this year.
Here is a pic of the inserts, stock struts to be hacked open, and of course yellow spray paint to make them all nice and yellow, since you cant see the inserts once theyre installed.

Here is a stock strut housing with the top cut off.

And here is the stock strut guts.

The final product.
