Going to a smaller turbo gives you a couple options. If you want to spend more, you can get earlier spool and comparable top end power. But if you want to go cheaper, we go to the common hybrid T3/T4 turbos, but with much better turbine housings than are common.
ASP - First NGC SOHC in the 13s and the 12s. First SOHC neon over 500whp. First NGC Neon on MS.

Higher price than the s256 for a smaller turbo? Or are you just comparing the price of the smaller turbo?

Well, for an s252, they only come in an extended tip model, which is quite a bit more expensive. But a huge power band too.

I need some help, I want a turbo kit for an 02 to run with stock motor. I was looking at your website but I couldn't find a kit for the neon. I need some help, I really want to turbo my car. Some pictures of turbo kit would help out.

man you need to learn how to search here is a review w/ pics and install or you could pm eric and ask him what his new prices are but i think it is $3700 and for an 02 it will run 8lbs. but that is for you to search.

Ok. Well whoopie for his turbo purchase and sorry about is "cherrios." Just saying he bought a complete setup. He's installing it, not building a kit.
