The original quote in the start of this post is correct. I personally feel that this goes for normal driving as well since even the smallest bit of extra downforce will translate into a measurable if not perceptible increase in traction and anyone who has driven in snow and ice can tell you that even the smallest improvement in traction is helpful and appreciated.

I apologize if this is a repeated comment but I did not have time to read all 3 pages of responses before adding my own.
