Weather Guard ?

Driving to work in noreaster " Rlyy bad winter storm for those that dont know " I was plowing snow so I was wondering after ripping the blk part under my front bumper down my whole front bumper was packed with ice and snow.

I riped the weather guard off and was wondering ... ( im gonna put the 01 bumper back for the winter ) Do i need the weather guard or can I just zip tie the fog wires and leave it off... Will the bumper get packed with snow again w/o it ?
