No difference other than the cut-outs.

Depending on which exhaust you are going to get, not having the cut-outs is better. The OE R/T bumper has the cuts made to high IMO. When I installed a SRT rear section on a 2000, I only had to make very shallow cuts to clear the tips. It looked so much cleaner. If you are getting the R/T muffler, you would need very little cutting of the bumper as well.

If you mean make the cuts before you get the exhaust, don't. You would want to see where the tips sit first before you do any cutting.

Another trick I used when I installed the SRT section...I installed the exhaust and marked where the tips would hit the bumper. I made the cut as small as possible. They still contacted the bumper slightly, so I drove the car that way for a couple of days. The tips melted the cover where it made contact. I pulled the melted bits off with my fingers, and the bumper had perfectly shaped cut-outs with no damage what-so-ever to the rest of the cover. The exhaust is still on that car today 5 years later and no bumper damage

I tried to make no cut outs and just let the tips melted into the bumper, it kind ofmessed up the tips. So, after my accident I had them do some cuts, I mean its not too bad.
