There are several things wrong with your question.
The mopar lip is only made for the 03-05 neons.
There is a sticky that you can read about the civic lips.
There is a search button you can use to find it out.
People who did the civic lip, only did it on the 2002 bumper, because...well...the 2001 bumper is ugly as hell. Which is why I swapped my front end.
To make things easier...

You can retain the headlights with the '02 bumper. If you are in a spending mood. Take one for the economy!
There is always the Home Depot lip kit.

I move that we establish a rule requiring a "Noob Lurking Period." This NLP, as it could be referred to, would prohibit posting until two months after the date of registration or until the registrant uses the search feature 15 times, which ever comes last.
I am a relative noob myself, but take pride in the fact that I took the time to lurk and search before I exercised my posting right, therefore limiting re-posts and posts that show I have no idea what is going on.

the mopar lip kit also fits on the 00 to 01 front bumper the and the 03-05 the only one that it doesnt fit is the 02 hope this helps as far as the civic lip it will only fit the 02 with a little bit of custom work just look it up on the exterior sections hope this helps

I like your way of thinking, though those terms might be a bit unwelcoming to new members. Noobs are just something we will always have to deal with. I used to be one, and so did everyone else.
