The ??? is replaced by your relay harness - so you can throw it away.
W/o relay harness that plug would go into the ballast on one side (i guess you should have seen that the plug is the same!!!) and the other side goes to the original low beam wires in the headlight (you remove the H1 bulb and stick the 2 wires into the low beam wires).
But that should all be explained in the installation manual for the kit!!!

What got me with mine was it didnt have the locking clip to go into the ballast. I just assumed that it plugged into the high beam H1.

I had to rewire a few things to get everything working properly. I think hes got it now
