Broken fender bolts

I broke off some fender bolt heads. Does anybody have an easy solution to get them out???

Then use an easy out to extract them. Soak for a few days with penetrating oil first to help. And pray they come out.
The first "body shop" that worked on my car had broken one off. (In both the car, and me)
After drilling it, soaking with oil, and an easy out, it still would not budge. Even the heat wrench did not do it. Then the screw extractor broke off.
It remained that way until a courteous old man backed into my car, and the real body shop repaired everything. They just cut the weld nut off, and welded a new one on.
