I think so, yes. I'm not sure just where it is all located, without pulling the interior apart tho.

Do you have a de-humidifier? Putting one next to the car might help.
My point was more that it has not seen any rain for that long, and it hasn't dried, which leads me to believe it never dries out, unless you live in the Death Valley.

2000 Plymouth Neon brochure wrote:Silence is golden. Expandable foam injections and baked-on mastic inside the door pillars further reduce the chance of engine and road noise inside Neon.
Just checked my files and found this quote. I'll bet that this foam was sprayed inside of the fender lips as well. Probably what you are dealing with.

It doesn't surround the entire lip, just reaches out and touches that one spot. Like the finger of Death.
Well Mr Death, how's 9 fingers workin' out for ya?

Update: A trail of bubbles on the lip has worked its way to the bumper (good thing that's plastic). I can only imagine how bad it truly is under there with water leaking right into the first rust hole

Oil undercoating is your best friend if you have to drive in the winter. Its been saving mine for quite a while now, plus it makes getting suspension bolts out, a hell of a lot easier with all that soaked in oil everywhere.

I'm not relating to where that is. Is it the inside view of the QP or the trunk area?

Quarter panel. That little sliver of panel between the door and wheel arch. Where everyone else rusts out at the subframe meeting spot, but mine is getting really bad really fast.
EDIT: Click on it, it's a video.

Atta boy! I'd love to be headed down that same road right about now.
Oh, and to fix my rust, I sprayed rustoleum paint over it. Whatever.. at least it's better hidden.

I'd scoop up another Neon in a heartbeat now that I know what to look for.

Cut and Paste. lol
Check Chew*'s P Log, he chopped out quite a bit. The bitch is you need a donor piece, or be damn good at metal forming. Or you can just hack it with 'glass or bondo.
The cost of new q panels is prohibitive, unless you can somehow find cheap chinese aftermaket ones.
