Any spray adhesive remover should work. And an old credit card or plastic scraper.

I actuallly use goo gone and it works good for me. You just have to make sure it is soaked into the vinyl. It usually takes a lot to do it. I usually spray the whole decal, then let it sit. Then spray it again and then go at it with the plastic scraper.

if this is on glass, use a metal razor scraper. it will take any decal off easily. then use your goo gone on the sticky residue left behind. works every time for me.
if its on paint, i would use a very sharp plastic scraper, and clean up with goo gone.

I let it soak for at least a min. And I have never used a heat gun or anything like that on vinyl so I can't really say anything on whether or not to use on.

Goof Off. Be very careful when using it, don't rub hard at all (let the Goof Off do the work) and then immediately clean the area.

I like Isopropyl.
Or lighter fluid.
Both work amazing on getting stickers and decals off.

wd-40 or pb blaster plus a razor blade or credit card will work too.

Sounds like it's really caked on, which is going to be a real pain and take a good amount of time to get off. I would suggest using a razor blade and GENTLY trying to bring up the edges on the vinyl. Once the edges are loose (even if they're only off the paint a tiny bit) you should be able to work it along with some Goo Gone and a credit card.

If you start scraping with something, you are going to destroy your paint. You need to use a remover and a towel. You'll still probably swirl the hell out of your paint, but at least you won't scratch it up.

I used it to debadge my entire car, worked great. The rough side of a dish sponge coupled with goo gone has yet to fail for me.
