What is the different between the european r/t-front bumper and the normal r/t front bumper.

i thought maybe it was an r/t bumper because of the center piece (in between the headlights--as opposed to bumpers that don't have it, like mine)

All 02 bumpers have a different grill, or center piece between the headlights, like the one shown in the ebay ads. An R/T bumper has a lip on the bottom, kind of like a factory installed lip kit.
