oh my god. it is the negative wire attached to the frame. you should probably do a bit more reading about electrical stuff before you hurt your car or yourself...

What are you trying to do?
Stereo install?
You might want to pick up a book on basic car maintenance or electrical systems in general as mentioned above. If you don't have a good knowledge base to start with you may damage your car, or worse yourself, permenantly. Elecrticity is just one of those things you don't mess with.

Chilton's is generally worthless, and should be used only for recycling.
